Accessibility statement
This accessibility statement applies to the city of Newport website, known as www.cityofnewport.wales.
This website is run by Newport City Council. We want as many people as possible to be able to use this website. For example, this means you should be able to:
- change colours, contrast levels and fonts
- zoom in up to 300% without text spilling off the page
- navigate most of the site using just a keyboard
- navigate most of the site using speech recognition software
- listen to most of the site using a screen reader
We’ve also made the website text as simple as possible to understand.
AbilityNet has advice on making your device easier to use if you have a disability or any accessibility requirements.
How accessible this website is
To help as many people as possible, we have been using the Web Content Accessibility Guidelines (WCAG) 2.2 requirement. These guidelines are recognised all over the world as the gold standard for making a website accessible and usable for everyone.
We have chosen to target WCAG 2.2 AA requirement for all our web properties.
However, we know that some parts of this website are not fully accessible.
- Some older PDF, Word, Excel, and PowerPoint documents are not fully accessible to screen reader software
- Some of our older videos may not feature captions
- Some of our online forms are difficult to navigate using just a keyboard
- Some images are missing alt text.

Enforcement procedure
The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the ‘accessibility regulations’). If you’re not happy with how we respond to your complaint, contact the Equality Advisory and Support Service (EASS).
Contacting us by phone or visiting us in person
We run a TextLocal service where residents can text us and we can reply via email to their phone.
Our offices also have audio induction loops, or if you contact us before your visit, we can arrange a British Sign Language (BSL) interpreter or someone to translate a language other than English or Welsh.
Documents, bills, forms and other resources are available in other languages and formats on request. We will also discuss with the customer when arranging to find the best solution.
Technical information about this website’s accessibility
Newport City Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
This website is mostly compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed below.
Non-accessible content
The content listed below is non-accessible for the following reasons.
Non-compliance with the accessibility regulations
Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.2 success criterion 1.1.1 (non-text content).
We plan to add text alternatives for all images by October 2025. When we publish new content we’ll make sure our use of images meets accessibility standards.
Some videos do not contain closed captions. This fails WCAG 2.2 success criterion 1.2.2 captions (pre-recorded).
Content that’s not within the scope of the accessibility regulations
Third-party applications
We require that any new third-party systems we commission for the website are Web Content Accessibility Guidelines 2.2 AA compliant.
However, third party applications are partly or wholly out of our control and so may not conform to the same levels of accessibility as the rest of the website.
Third-party applications include:
- Evolutive (property search)
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
What we’re doing to improve accessibility
Images missing alt text are being updated to have the missing text.
All PDFs and Word documents uploaded to the site in the future will be accessible using a screen reader.
